No my understanding is along with making CONCORD omgwtf uber you also can't collect insurance on the ship if you die to CONCORD. It just means you need to make sure the benefit is worth the rather enormous risk.

With the new CONCORD buff it's significantly harder to suicide gank a ship, but not impossible. In all honesty, I wouldn;t worry about it too much. You shouldn't let the possibility of a gank prevent you from playing the game as you see fit...and ...

OP is basically asking if he can cause a hidden timer situation for the mission runner. I don't see this working since mission runner will have attacked a red flashy pilot for stealing loot.
